4 charged after using narcotics in front of 3-year-old in parking lot

Christopher D. Monk, 28, Morgan J. Congdon, 28, Stefanie K. Strauf, 29, and Vincent J. Welshman, 28, were all charged with Criminal Possession of a Controlled Substance in the seventh degree, Unlawful Dealing with a Child, and Endangering the Welfare of a Child/New York State Police.

Four people were charged Tuesday after using narcotics in front of a three-year-old child while parked at the Byrne Dairy store on Route 20 in Lafayette, according to New York State Police.

Around 2:20 a.m., State Police responded to Byrne Dairy regarding a suspicious male. Troopers discovered Christopher Monk in a restroom with drug paraphernalia and narcotics.

State Police also observed a vehicle in the parking lot with several people inside, including a three-year-old in the backseat, drug paraphernalia, and hypodermic needles.

  • Strauf was arraigned in the town of Lafayette Court and is due back in court on January 3, 2018.
  • Welshman was arraigned in the town of Lafayette Court and sent to the Onondaga County Justice Center on $500 cash bail/$1,000 bond. He is due back in court on January 3, 2018.
  • Monk was arraigned in the town of Lafayette Court and sent to the Onondaga County Justice Center on $2,500 cash bail/$5,000 bond. He is due back in court on January 3, 2018.
  • Congdon was arraigned in the town of Lafayette Court and sent to the Onondaga County Justice Center on $500 cash bail/$1,000 bond. He is due back in court on January 3, 2018.
