      Endicott man arrested after routine traffic stop turns up heroin

      An Endicott man was arrested after a routine traffic stop turned up heroin.



      State Police say they pulled over 26-year-old James R. Sullivan on George F. Highway near Endwell for talking on his cell phone while driving.


      Upon investigation, troopers searched Sullivanâ??s vehicle and found packets of heroin and a hypodermic needle. The investigation showed that Sullivan was driving while ability impaired by drugs. He was charged with DWAI by drugs and criminal possession of a controlled substance.
