Hannibal man allegedly harasses victim over sounding car horn

A Hannibal man allegedly slapped a woman in the face twice and pushed her to the ground during an incident outside of his home on County Route 85 on Friday afternoon.

Deputies say the woman had allegedly approached Richard Beeles, 43, to ask him to stop yelling at her child over a car horn that kept sounding. The car belonged to the childâ??s friend.

Deputies say that when another girl, under 17-years-old, asked Beeles to stop assaulting the victim, reportedly her mother, Beeles allegedly turned and punched the victim in the face.

Beeles allegedly then went into his home and returned to his porch holding a knife in a threatening manner.

Beeles was arrested and charged with for endangering the welfare of a child, menacing, and harassment.

He was arraigned before Town of Hannibal Court and remanded to the Oswego County Correctional Facility in lieu of bail or bond. He is scheduled to return to court on July 16.
