North Carolina man charged after lengthy investigation into sex crimes against young boys in Scriba


A North Carolina man was arrested on several sexual abuse charges after an investigation into events that happened more than ten years ago in Scriba.

Oswego County Sheriffâ??s Deputies arrested 49-year-old William A. Bates-Congdon, of Sadler Road, Waxhaw, North Carolina, after they say he sexually abused a young boy repeatedly between 2004 and 2005 in the Town of Scriba. Deputies say the victim was between 12 and 13-years-old at the time. He was charged with two counts of first degree criminal sexual act, one count of second degree criminal sexual act, and two counts of sexual abuse.

Additionally, Bates-Congdon was charged after deputies say he sexually abused a second boy between 2001 and 2003, when the boy was between seven and nine-years-old. In this case, Bates-Congdon was charged with four counts of sodomy and three counts of sexual abuse.

Bates-Congdon is being held in the Oswego County Correctional Facility in lieu of $20,000 cash bail or $40,000 bond.
