2nd man charged in rape, slaying of girl, 11, in Chenango County

34-year-old Tobias Rundstrom-Wooding, of Norwich, pleaded not guilty to charges of first-degree murder of an 11-year-old girl.

A second man accused of killing an 11-year-old girl in Norwich pleaded not guilty to the charges during a second court appearance in Chenango County Court on Monday.

Tobias Rundstrom-Wooding, 34, of Norwich, was arrested and charged on Friday with first degree murder in the death of Jacelyn O’Connor.

James Brower, 36, has also been charged with first degree murder.

State Police say O'Connor was found dead by patrols responding to a home on County Route 33 in Norwich on July 30, after receiving reports of an 11-year-old girl in cardiac arrest.
