Oswego woman arrested after victim hit with dog leash, choked

An Oswego woman is facing charges after police say she assaulted and choked a person.

27-year-old Jessica A. Swafford, of East Sixth Street in Oswego, was arrested and charged with criminal possession of a weapon, criminal obstruction of breathing, act in manner injurious to a child, criminal contempt and assault after Oswego City Police say she hit a person with a dog leash and then proceeded to choke to victim.

She also violated an order of protection in this encounter, which happened on July 2 at about 10pm, police say.

Swafford was also recently arrested for falling asleep while three young children in her care were found playing in the street near her home.
