Perp Patrol Cold Case: Where is Jane Kelsey?

Kelsey's image lives on missing posters, and information about her life and disappearance lives in three case files at the Syracuse Police Cold Case Squad.

"It's sad to say that after all this time we don't have this case closed, but I can tell you that it is worked on as if it happened the other day," said Cold Case Detective Chris DeJoseph.

23 years ago, Kelsey was with her family shopping at Western Lights Plaza in Syracuse. Her mother took them to McDonalds for ice cream sundaes, police say. Jane left on a bicycle with her ex-boyfriend. He would later tell police he dropped her off at West Fayette near Geddes Street near the railroad bridge.

Investigators have never publically named the ex-boyfriend as a suspect. There has not been an arrest.

From the start, detectives have been at a significant disadvantage. There is no body. There is no crime scene. However, investigators say they believe someone killed Kelsey.

Investigators say they retrieved DNA from Kelsey’s daughter and entered that into the National DNA Database. Familial DNA can be used for matches, although in all this time, nothing has ever been a match.

The Syracuse Police Cold Case Squad believes there are at least one or two people in the area who know something about this case, but aren’t telling what they know. Aside from information about what happened to Kelsey the day she vanished, other people may have heard or seen things that could help close the case.
