9 people arrested in Brockport College hazing investigation
Brockport, N.Y. - Nine people, including six current students, face criminal charges after being arrested during a months-long hazing investigation at The College at Brockport.
On November 29, campus police, Brockport Police and Monroe County Sheriff's deputies detained more than a dozen people from an off-campus home on Monroe Avenue after serving a search warrant there.
The people living at the house, which called itself "The Delts," are facing charges ranging from hazing to torturing animals to assault.
“We believe there were acts that were causing injury to others," said The College at Brockport Police Chief Dan Vasile. "We're not waiting until we have a student death. We are being proactive; we're not going to tolerate this on our campus, our surrounding our campus."
At least two of the accused are charged with Agriculture and Markets Law-Torture/Injure/Not feed animal for allegedly torturing a rat.
“It was used, in our opinion, to put fear into these young people who were pledging this unrecognized fraternity," said Lt. Mark Cuzzupoli of the Brockport Police Department. “A hammer was used in one instance, and fist in another instance. That, I can say, was the scary part. It’s nasty, it’s despicable, it’s disgusting and I can see why somebody would be in fear of that.”
Police said they believe there are still more victims out there.
"It doesn't make sense," said Brockport senior Nick Newcomb. "There's a way to get initiated into a group of people or have some sort rite of passage. Some of those things, not cool."
Police released photos of inside that house that show garbage, clothes, alcohol bottles, paddles and drug paraphernalia.
The village’s code enforcement office is involved in closing the house down.
The landlord of that home, Stephen Siciliano, gave this statement to 13WHAM. It reads, in part: “I called a meeting with the appropriate parties in October to get a handle of the situation. I complied and helped with the request of the investigation. since the beginning I have been proactive about the situation and will continue to support Brockport police, The College at Brockport and the community."

Brian Christopher Halpin: Penal law-hazing first degree; criminal nuisance second degree
Andrew William Peterson: Penal law-hazing first degree (2) counts; criminal nuisance second degree (2) counts; assault third degree-intent to cause physical injury; unlawfully dealing with a child first degree (alcohol)
Mussey Tesfai Tella: Penal law-hazing first degree (2) counts; criminal nuisance second degree (2) counts; assault third degree-intent to cause physical injury
Leo Woon Keul Chai: Agriculture and Markets Law-Torture/Injure/Not feed animal; Penal law-hazing first degree; criminal nuisance second degree; assault third degree-intent to cause physical injury
Jacob William Parker: Penal law-hazing first degree; criminal nuisance second degree; unlawfully dealing with a child first degree (alcohol)
Nickolas Antonio Buffa: Agriculture and markets law-torture/injure/not feed animal; penal law-hazing first degree
