Southern Tier man arrested for abandoning dog in Cortlandville over the summer

A man is arrested, accused of abandoning a pit bull in Cortlandville, over the summer.

A Southern Tier man is accused of abandoning his dog when he was evicted from his Cortland County apartment nearly three months ago.

36-year-old Martin Apgar was arrested Tuesday, November 26 in Owego where he currently lives. The Tioga County man is charged with abandoning an animal and failure to provide proper sustenance.

On August 23, the Cortland County SPCA found a female pit bull along Blodgett Mills Road in Cortlandville. Investigators traced the dog, which the SPCA calls Cinnamon and continues to care for, back to Apgar.

They think he dropped the dog off on the road when he was kicked out of his Cortland apartment for having the dog.

Apgar is due in Cortlandville Court Monday afternoon, December 16 to answer to the charges.
