Syracuse sanitation worker and registered sex offender arrested again

Syracuse police have arrested a City of Syracuse sanitation worker for having oral sex in a car with a 15 year old boy. Mark Carrigan,45, is already alevel 3 sex offender on the New York State registry. His previous conviction came in 2000 for 3rd degree sodomy.

The Syracuse Police Department have now charged Carrigan, of 414 Wilkinson Street with two counts of Criminal Sexual Act in the 3rd degree and two counts of Endangering the Welfare of a Child. Syracuse Police Sgt. Tom Connellan says Carrigan was seen on three occassions picking up a fifteen year old male in a vehicle and engaging in oral sex.

The incidents began approximately a month and a half ago. Mark Carrigan was arraigned in Syracuse City Court. He is being held in the Onondaga County Justice Center.

Officials at Syracuse City Hall are looking into the hiring of the Level 3 sex offender. Lindsay McCluskey, who speaks for Mayor Stephanie Miner was asked by CNYcentral what the cityâ??s policy is on hiring sex offenders who are deemed the most likely to reoffend. McCluskey says, â??We are currently reviewing when and the circumstances under which Mr. Carrigan was hired. The Department of Personnel is reviewing the City's options for action related to this matter moving forward.â??
