Syracuse sanitation worker indicted on sex charges involving boy

A Syracuse sanitation worker accused of having oral sex with a 15-year-old boy was indicted by a grand jury Thursday.

45-year-old Mark Carrigan, of 414 Wilkinson Street, was indicted on charges of criminal sexual act and endangering the welfare of a child. Syracuse police say Carrigan had oral sex with a 15-year-old boy on three separate occasions between January 1 and February 15.

He is already a level 3 sex offender and was previously convicted of sodomy in 2000.

Carrigan's arrest brought to light questions about the city's hiring policy and background checks for workers.

The city later defended its practices, saying background checks are done on people applying for jobs where they are most likely to come into contact with children, including police, fire, airport and city parks jobs. However, DPW workers are not subject to such checks.
