      Urban and small stream flood advisory in effect for parts of Central New York




      All flood advisories in Central New York have ended as of 5:15pm Thursday.





      An urban and small stream flood advisory is in effect for the following counties in Central New York:






      Southern Wayne county until 5:15pm








      Northern Ontario county until 5:15pm





      Northern Cayuga county until 5:15pm





      Oswego county until 5:15pm


















      An urban and small stream flood advisory means that excessive water runoff from heavy rain will cause small creeks & streams to rise. Expect some localized minor flooding in poor drainage areas, especially in low-lying spots and underpasses. Ponding of water will likely occur on some highways and streets.


      If your area has an urban & small stream flood advisory, here is what you should do:


      -- Slow down! Ponding of water on highways can cause vehicles to hydroplane and veer out of control.



      -- Do not attempt to cross waters of unknown depth by foot, car, truck, or sports utility vehicle. Just one foot of water can carry vehicles away.




      -- If your car stalls in a flooded or low-lying area, abandon it immediately.


      -- Turn around, donâ??t drown. Find an alternative route.

      AND WILL RESULT IN MINOR FLOODING.

      BALDWINSVILLE...BOONVILLE...CAMDEN...NEW HARTFORD...ROME AND UTICA.





      A BAND OF HEAVY RAIN WILL MOVE ACROSS THE ADVISORY AREA THROUGH LATE

      THIS MORNING. RAINFALL AMOUNTS OF 1 TO 2 INCHES THROUGH NOON WILL BE

      ENOUGH TO CAUSE MINOR FLOODING IN POOR DRAINAGE AREAS.

      EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE ELEVATED LEVELS ON

      SMALL CREEKS AND STREAMS...AND PONDING OF WATER IN URBAN AREAS...

      HIGHWAYS...STREETS AND UNDERPASSES AS WELL AS OTHER POOR DRAINAGE

      AREAS AND LOW LYING SPOTS.

      THIS INCLUDES THE CITIES OF...OSWEGO...FULTON...





      * UNTIL 200 PM EDT





      * AT 1001 AM EDT NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED A

      BAND OF HEAVY RAIN MOVING SLOWLY NORTH ACROSS NORTHERN CAYUGA AND

      OSWEGO COUNTIES. THIS BAND IS EMBEDDED WITHIN A LARGE AREA OF

      MODERATE RAINFALL. THE BAND OF HEAVY RAIN WILL PRODUCE RAINFALL

      RATES OF A HALF TO THREE QUARTERS OF AN INCH PER HOUR AT TIMES.





      HIGH RAINFALL RATES WILL RESULT IN MINOR FLOODING OF LOW LYING AND

      POOR DRAINAGE AREAS. THE HEAVY RAINFALL WILL ALSO PRODUCE

      SIGNIFICANT RISES ON SMALL STREAMS AND CREEKS.

      MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO

      AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY

      DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL

      ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED

      ROADS MAKE THE SMART CHOICE...TURN AROUND...DONT DROWN.
