Waterloo man accused of choking woman, cutting off breathing

A Waterloo man is accused of choking a woman, cutting off her ability to breath.

Seneca County Sheriff's deputies say William Monaghan, 49, of 2317 Yellow-Tavern Road, physically restrained a 48-year-old woman, choking her by placing his arm across her neck and throat, causing her to be unable to breath.

Monaghan is charged with harassment, unlawful imprisonment and criminal obstruction of breathing or blood circulation.

He was arraigned in the Town of Fayette Court and sent to the Seneca County Correctional Facility in lieu of $2,000 bail. An order of protection was issued for the victim.

Monaghan is scheduled to re-appear in court on March 2nd.
