A steady soaking rain over the Finger Lakes and portions of CNY will eventually move into the North Country and eastern areas with time this morning

Any notable driving conditions ?: Hydroplaning and ponding of water will be likely once steady to heavy rain develops.
Special concerns : Flash flooding is occurring right now in Penn Yan and other portions of Yates and Steuben counties. Elsewhere, I expect some localized low-lying, river, stream and lake flooding in normally flood prone areas. We will be on alert for any other flash flooding potential.
