Temperatures: 30-35° for most of central New York, but 25-29 across southern and eastern areas
Wind chills: 15-25° for most of central New York.

What should I wear outside?: A winter jacket will be necessary. A hat and gloves may also be a good idea. Of course, it is ultimately your decision on what you think you and your children should wear.
Any notable driving condition issues?: Many immediate CNY major roads are fine. However, portions of the central and southern tier and central Leatherstocking region have snow covered roads.

Afternoon ride home on the bus: Temperatures will be between 34-38°. Wind chill: 25-30°. Thickening cloud cover with light snow developing from south to north. Wind will be SE 7-12 MPH. The sun will set at 4:33pm.
